Dashboard Translation Issue (Urgent)

the dashboard does not change to the selected language, it stays in English even when I change the site language to a different language. please fix the bug ASAP.
FYI, I used loco for translating. also, the site is fresh/clean, and no other plugins

    This plugin does not retrieve translation files from .po files like other plugins. Instead, it uses the convert-cli tool to convert .po files into .json format, and it uses the resulting .json file.

    To use this tool, follow these steps:

    1. Download the translated .po file for the language you want to use.

    2. Install Node.js on your computer.

    3. Place your .po file and the convert-cli tool (the convert-cli.js script) in the same directory on your computer.

    4. Open the Command Prompt (CMD) and navigate to the directory containing the files.

    5. Run the following command:

      node convert-cli.js

    6. After running the command, a .json file will be created in the same folder.

    7. Upload the generated .json file to your website, placing it alongside the original .po file. You should now see the language working on your site.

      I successfully created the .json file and uploaded it alongside the .po and .mo files. However, the dashboard still displays in English, and I’m unsure what might be causing the issue.
